feat(payment): 实现信联支付功能并优化支付流程

- 添加获取支付记录信息的API接口
- 新增信联支付确认页面及跳转逻辑
- 优化支付参数错误处理机制- 调整随机立减金额计算逻辑，避免为0- 更新开发环境API基础地址配置- 注册信联支付确认页面路由
- 移除无效的支付管理器调用代码
